EMERGENCY MANAGEMENT

This is an architecture of public resource, both in times of an emergency but also from day to day. With respect to the site, my project takes on a strong handedness which opens up its corner to the neighboring Cadman Plaza and celebrates the adjacent subway line. The extensive programs of the building are organized and separated into three categories; public spaces, specific emergency operations, and the general office management. The relationship created between these three programs is entirely flexible through the Emergency Operations Room, lifted up to allow the park to continue below, acting as a mediator between the other two programs. This space is always occupied; with either office management personal in times of emergency or with the general public during the everyday experience.
